Councilor's Name: Councilor Dedede

Bill to Propose: Require council approval for all major IT and Database changes.
Additional Notes: As we all know, a major disaster just took place. First we had to cope with the instability and uncertainty of a malfunctioning database, and then the mainframe was shut down altogether. This gave our enemies an opportunity to strike while some of us were wasting away to nothing due to a lack of resources.

As we all know, this is entierly the IT department's fault. They had upgraded the operating system without informing or warning anyone. If we had been able to foresee the consequences, we would have been able to prepare for this disaster, or maybe even stop it altogether.

I propose that we require the IT department to propose any major upgrades and changes beyond maintenance and debugging to the council in a public bill. This way, the council will be able to stop any further tragedies, and we will all be warned ahead of time when the downtime for the gates will be, and just what changes will be made.

But it isn't as if the IT department knew that the OS update would cause... what it did. They probably expected things to go smoothly. If a bill like this passes, especially in light of recent events, irrational paranoia on the part of the council may impede the IT department from making necessary upgrades.

Wouldn't a bill requiring the IT department to thoroughly test and debug the updates to make sure they don't cause problems be a better idea?

Personally, I think a change is needed, and I agree with you. However, if there is a bill for everything, the process of fixing the system would be slow.

I personally think what Miss Nerine is the better Idea, though combining them would also work. Before they submit an idea to us, they must test their updates to make sure all is running well.

I will gladly volunteer Flandre to help with the process. She is like a mini super computer.

But ditto.

But I do think Councilor Nerine's suggestion is of merit. An extra week or so of testing should prevent most major problems from occurring without impeding overall progress. Admittedly, the situation was terribly amusing, but I don't think I care to see it again, either way.
