Bill to Propose: Amendment of Trade restrictions of the world of Isthul concerning the substance known as Astral Silver

Additional Notes: The hard-lined trade restriction of Astral Silver will be modified to allow certain non-weaponized durable goods to be imported to Isthul, augmented with Astral Silver to increase their durability and performance, and exported to buyers. Standards will be made to assure the no excessive amount of Astral Silver leaves their world, and goods will be inspected by CO personnel upon export to prevent smuggling of weapons and other dangerous materials. The amendment comes packaged with a bill to issue modest grants and loans to native-born Isthularians, to help them develop training and manufacturing facilities and startup businesses.
