Supporting Enforcer and Councilor names: Calista Sigmus, Melia Zeyphr, Edward Elric, Councilor Thomas

Bill to Propose: Enforcer Apartment (Re-)Construction. In summary, this bill is designed to renovate the fourth floor Enforcer apartments to the standard size as set in the first three floors, as well as begin construction on a second building for Enforcer housing to make room for future Enforcers.
Additional Notes:
First of all, I believe that, instead of adding additional floors to an existing building, it would better if a second building was constructed on an empty plot of land, preferably near the first building if possible. The reason being that the higher up one is roomed, the longer it will take for that person to leave the building to respond to any emergencies. With that in mind, I propose that a second Enforcer building of the same size as the original is constructed with four floors. All rooms inside will share the same layout, furnishings (newly procured), and size of the rooms in first three floors of the first building.

Enforcers currently roomed in the fourth floor of the first building will be immediately re-distributed as per normal procedure for new Enforcers, but with the exception that they will only be roomed in one of the vacancies in the first three floors. The number of Enforcers we currently have allow for all three floors to be used exclusively without having to assign three people to a room. Should any new Enforcers arrive while construction is still underway, they will be assigned under the same guidelines of only the first three floors. In the event that these rooms reach their quota of two per person while construction is still in progress, then and only then will people be assigned to the fourth floor, but only one person per room for that floor. If the construction is still not complete and the allotted space has reached maximum capacity, then they may be assigned to two per room on the fourth floor. If there are any vacancies made available in the first three floors during this time, then anybody currently on the fourth floor will be reassigned that slot with preference given to the person who's been in the fourth floor the longest. Finally, once the second building is complete and ready for occupation (which means properly furnished), anybody still on the fourth floor will be reassigned as per normal procedure, but limited to only vacancies that are available in the second building. At this time, nobody will be assigned to the fourth floor of the first building, and the second building will be open for occupation as per standard procedure.

The renovations of the fourth floor of the first building will proceed after the second building is complete. If there are any residents assigned to that floor once this phase has been reached, they will be given adequate time (a week, unless confirmed that they all have moved completely before that time is up) to move before the renovations begin. The floor must be reconstructed to match the standards of the first three floors, again including layout, furnishings, and size. The extra furnishings (half of what's on floor four of the first building, due to the reduced number of rooms) will be properly cleaned and kept in storage until they can be used to furnish future additions to the complex.

Normal distribution of Enforcers can begin between these two buildings once all of this is complete. Funding will, of course, be provided in the usual distribution of funds as delegated by the council. Also, as we currently have a sponsor for our furniture, they will naturally fulfill their end of the agreement to provide us with that resource.
